Determinants for bidders’ participation in public procurement through the electronic government procurement system

Abstract

The primary aim of this study was to assess the determinants for bidders’ participation in public procurement through the electronic government procurement system in Moshi Municipality. This assessment examined key factors such as transparency, competition, fairness, and confidentiality in the electronic procurement process. Utilizing a cross-sectional research design, data was collected from a diverse group of bidders in Moshi Municipality. The study employed both simple random sampling and purposive sampling techniques, targeting a total population of 349 bidders. Primary data was collected through survey using questionnaire and key informant interviews, while secondary data was sourced from relevant documents, reports and journal. The Findings highlighted that electronic procurement positively influences bidder participation, with transparency, competition, fairness, and confidentiality emerging as significant determinants. While transparency and competition were found to be robust pillars in e-procurement, there were identified areas within confidentiality that require further strengthening. The majority of respondents were satisfied with the e-procurement system, noting its efficiency and user-friendliness over traditional methods. It was concluded that electronic procurement plays a crucial role in enhancing bidder participation in public procurement. While there are undeniable benefits associated with e-procurement, attention needs to be directed towards areas like improving confidentiality measures and further bolstering the existing positive attributes like transparency and fairness. To optimize the efficacy of the e-procurement system, it's recommended PPRA should enhance security protocols to improve confidentiality, regularly audit the system to maintain transparency, competition, and fairness, Institute regular training programs for users and establish a formal feedback mechanism to gather user experiences and perceptions. Future research avenues include examining the impact of technological advancements such as block chain or artificial intelligence on eprocurement, conducting comparative studies across different municipalities, and longitudinal studies to track changes in e-procurement systems over time. Such studies can provide a more comprehensive understanding of evolving trends and challenges in electronic procurement.
