Abstract:
Legal framework compliance in procurement process is important in ensuring desired public spending.
This study was conducted to assess Legal Framework Compliance in Procurement process at Moshi
Urban Water Supply and Sanitation Authority (MUWSA). Specifically, the study aimed to: examine
legal procurement procedures compliance with the legal framework at MUWSA, determine the
contribution of professional training on laws and regulations on compliance with the legal framework,
determine the contribution of management support on compliance with the legal framework and examine
the effect of staff qualification on compliance with the legal framework. The study was based on
institutional theory. The study adopted Case study research design and proportionate purposive sampling
to collect data from 165 respondents at MUWSA. Data were analyzed using descriptive and inferential
statistics. The study revealed that there was a significant relationship in terms of legal procurement
process compliance with professional training, management support, staff qualifications and legal
framework. The study therefore concluded that there is significant relationship between the legal
framework and the procurement process through the observation of legal procurement procedures
compliance, professional training, management support and staff qualification, which it brings up the
compliance of legal framework in procurement process. The study recommended that MUWSA
management should consider legal framework compliance as they have positive significance in the
procurement process.
