Abstract:
This paper attempts to analyze the downturn of housing cooperatives under policy and
structural changes in Tanzania. It documents both theoretical and practical changes that have
influenced the development of the housing cooperatives and the decline in its importance.
The question of land tenure, land market, inadequate provision of housing by housing
cooperatives, structural changes and national development programmes and strategies are
documented for learning. In addition, challenges influencing housing cooperative downturn
are also highlighted. The paper winds up by highlighting possible interventions, which can
help to revamp the development of housing cooperatives and enhance the role of urban
planning practices that involves all stakeholders in ensuring shelter for all in both urban and
rural setting in Tanzania.
