Public Procurement Practices and Organisation Performance of Tanzania Coffee Board

Abstract

The main objective of this study was to assess the effects of procurement practice on organisation performance. Specifically, the research aimed at examining the extent to procurement transparency; contribution of procurement ethics in influencing performance; examining how competitive procurement proceedings influence performance, and challenges facing implementation of procurement practice towards improving organisation performance of the procuring entity. The study involved qualitative and quantitative analysis. These approaches were adopted in order to make the findings more understandable. Data were gathered from primary and secondary sources in the study areas with a sample size of 52. The sample was drawn from the members of Tanzania Coffee Board (TCB), Kilimanjaro Region. The data were analysed using percentage, mean, standard deviation, and tables. The study found that transparency affected highly on organisation performance, ethics showed positive significance on influencing organisation performance and competitive proceedings had positive impact on procurement organisation performance. There were a number of challenges found in this study like low competence of contractors, lack of procurement training and poor procurement planning. From the findings it is recommended that; the organisation should realize in full respect that procurement management unit (PMU) within the board and should be enough personnel attached to it and degree of frequent training. This will enhance positive contribution of procurement issues hence increasing organisation performance.
